In today’s global higher education environment, international students represent not only an important source of external income for universities: the degree of cross-border student mobility also reflects the internationalization of higher education sector. Universities have engaged in efforts to sell themselves to prospective students and promotional videos are among the most widely used marketing tools for this purpose. This study reports the results of a study analyzing the content of 140 higher education promotional videos from 14 countries available on YouTube. (...) The results reveal that while the pattern of use of YouTube for two-waycommunication with viewers, information contents and appeal messages among sampled universities is fairly homogenous, some marked differences emerge when cultural background and global position ranking of the university are taken into account. The implications of these findings are that, although, transnational higher education has been profoundly globalized, culture still plays a significant role in marketing practice for the recruitment of mobile students. In addition, different universities have various student-targeted segments. These findings provide the basis of a series of recommendations for universities looking to optimize their use of YouTube and promotional video design to market to international students. (shrink)

Recent advancements in neuroengineering research have prompted neuroethicists to propose a variety of “ethical guidance” frameworks (e.g., principles, guidelines, framing questions, responsible research innovation frameworks, and ethical priorities) to inform this work. In this chapter, we offer a comparative analysis of five recently proposed ethical guidance frameworks (NIH neuroethics guiding principles, Nuffield Council on Bioethics, Global Neuroethics Summit Delegates, the Center for Neurotechnology’s neuroethical principles and guidelines, and the Neurotechnology Ethics Taskforce’s ethical priorities). We identify some common themes among these (...) frameworks, making explicit significant areas of convergence. We also highlight three areas of ethical consideration that have not received sufficient attention across these frameworks (extended care for research participants, cultural salience, and stakeholder input). Further attention and analysis of these three areas would improve the breadth and scope of ethical considerations for neuroengineering research. (shrink)

Among contemporary liberal political theorists in the West, there appears to be a standoff between two camps. One camp promotes tighter social bonds through collective responsibility and patriotic fellow-feeling while the other insists on the need for relaxed social bonds through respect for individual freedom. This essay shows how two Vietnamese thinkers—Ho Chi Minh (1872–1969) and Nguyen Manh Tuong (1909–1997)—can help move this intractable debate about collective responsibility and individual freedom beyond statements of principle to a more pragmatic discussion of (...) what should be done to maintain a healthy polity. They present an alternative to the static standoff, arguing that dynamic oscillation between two activities can forge national fraternal solidarity while also respecting individual freedom when the needs arise: ‘criticism and self-criticism' which tightens social bonds, and ‘liberal self-exploration' which relaxes social bonds. Relationships with international students can be beneficial to higher education in terms of financial and human resources. For this reason, establishing and maintaining such relationships are usually pre-eminent concerns. In this study, we extended the application of the disconfirmation expectation model by incorporating components from subjective task value to predict the loyalty of international students toward their host countries. On a sample of 410 Vietnamese students enrolled in establishments of higher education in over 15 countries across the globe, we employed (...) structural equation model to construct the conceptual model. Our empirical findings revealed that while the roles of satisfaction and disconfirmation are still important as direct and indirect antecedents of international student loyalty, its most powerful predictors are the three components of subjective task value: attainment, utility and intrinsic. These insights result in a number of implications for actors on the higher ducation scene, such as heads of institutions and policy makers. (shrink)

Confucian ethics, being adopted in Vietnam, lost its originality and was adapted and supplemented in accordance with the historical practice of the people in order to meet their needs and correspond to changes in the feudal society of Vietnam. In other words, Confucian ethics was “Vietnamized”. The article analyzes the process of implementing and developing Confucian ethics in Vietnam and defines its specifics. A common theme conspicuously emerges from the few translated and published narratives of Vietnamese who participated in resistance against French colonialism in the 1950s. These narratives tend to identify moments of being an audience member to theater as having significant roles in these individuals’ political awakening and desire to sacrifice themselves for anticolonial struggle. Drawing on these narratives, this essay shows how some audience members engage in an empowering kind of political theorizing that elicits cross-cultural revelation, is progressive, generates feelings (...) of solidarity, and inspires them to engage in political action. In showing how being an audience member can lead to revolutionary action, these cases exceed the expectations of theorists of revolutionary theater such as Bertolt Brecht and Augusto Boal. They also offer a direct refutation of Jean-Jacques Rousseau’s famous claim that being an audience member at a theatrical performance is politically and morally enervating. (shrink)

The 4.0 industrial revolution, driven by advancements in artificial intelligence, demands that people innovate their thinking, acquire new experiences, and adapt to emerging professions. Consequently, countries are actively reforming their education systems to cultivate creative capacities and foster adaptability to innovation. Educational programs must provide learners with new professional experiences and ensure equal access to education. John Dewey articulated these principles in his educational philosophy. Today, Dewey’s philosophy and pragmatism continue to influence global education profoundly. However, the international context requires (...) countries to develop educational philosophies aligned with worldwide educational goals. This article employs the dialectical materialist method, incorporating comprehensive and historical principles, to argue that education should focus on learners’ experiences and foster democratic education. The study emphasizes Dewey’s focus on practical applications, student engagement, and social responsibility as vital for educational reform. In Vietnam, educational reform based on Dewey’s principles is essential for improving educational quality, meeting labor market demands, and promoting well-rounded individuals who can contribute to socioeconomic progress. The study suggests that integrating Dewey’s educational philosophy can significantly enhance Vietnam’s efforts to modernize its education system and address contemporary needs. (shrink)

Motivated by exploitation concerns, we argue for the importance of participant engagement in basic human intracranial electrophysiology research. This research takes advantage of unique neurosurgical opportunities to better understand complex systems of the human brain, but it also exposes participants to additional risks without immediate therapeutic intent. We argue that understanding participant values and incorporating their perspectives into the research process may help determine whether and to what extent research practices and the resulting distributions of risks and benefits constitute exploitation (...) and contribute to building a brain research paradigm that is genuinely responsive to participant values. More broadly, we highlight the importance of paying attention to participant interests in non-therapeutic brain research. (shrink)

Purpose Citizen engagement (CE) in public policy is increasingly considered to be an important feature of governance worldwide. The aim of this study is to explore the impact of e-government usage (EGU) on citizens’ engagement. In addition, the study investigates the mediating effect of government reputation (GR) and the moderating role of digital divide (DD) in EGU and citizens' engagement relationship. Design/methodology/approach Data were collected from 938 respondents in Vietnam with a random method. This study used the partial least squares (...) – structural equation modeling method to examine hypotheses. Findings The results show that e-government and GR are critical determinants of CE. Furthermore, GR plays a mediating role in the relationship between e-government and CE. The results also show how DD moderates this nexus. Practical implications The findings of this study provide valuable evidence and implications. Public officials must improve the GR and administrative capacity as the determination for the CE. Moreover, the government should continually carry out policies to reduce the DD. Originality/value By investigating the mediating and moderating effects of GR and DD, this study has significantly contributed to advancing the body knowledge of e-government. (shrink)

Algorithms influence every facet of modern life: criminal justice, education, housing, entertainment, elections, social media, news feeds, work… the list goes on. Delegating important decisions to machines, however, gives rise to deep moral concerns about responsibility, transparency, freedom, fairness, and democracy. Algorithms and Autonomy connects these concerns to the core human value of autonomy in the contexts of algorithmic teacher evaluation, risk assessment in criminal sentencing, predictive policing, background checks, news feeds, ride-sharing platforms, social media, and election interference. Using these (...) case studies, the authors provide a better understanding of machine fairness and algorithmic transparency. They explain why interventions in algorithmic systems are necessary to ensure that algorithms are not used to control citizens' participation in politics and undercut democracy. RésuméDans cet article, j'analyse des passages cruciaux de la composition finale du théologien Faḫr al-Dīn al-Rāzī, Al-Maṭālib al-῾āliya, afin de théoriser sur la nature de deux de ses études : la cosmologie et l'angélologie. En cherchant à prouver l'existence de ces êtres, Rāzī divise la réalité en deux domaines : matériel et intelligible. Les anges, qui symbolisent les intellects et les sphères, existent dans une réalité intelligible comme des êtres qui n'occupent pas d'espace. Parmi eux, certains sont associés aux corps (...) célestes, et d'autres ne s'associent à aucune chose matérielle. Dans un deuxième temps, je présente des arguments suggérant que Rāzī pensait peut-être que ces êtres célestes sont prééternels avec Dieu. Ces conceptions montrent une continuité avec la tradition philosophique islamique, et elles la structure philosophique de la réalité intégrée par al-Ġazālī dans quelques textes théologiques. De plus, on a examiné d'autres courants philosophiques développés dans le monde islamique qui ont pu agir sur la cosmologie de Rāzī, en lien avec la tradition hermétique et avec les Épîtres des frères de la Pureté. The article focuses on the study of workplace learning for hospital’s staff to become mortuary care agents. It is based on the analysis of verbalizations obtained from self-confrontations interviews made with the mortuary care trainees. These interviews are extracted from video recordings taken while trainees carry out their normal task. The goal is to identify, within the context of the interaction between trainees and tutors, signs of learning progress in the trainees’ verbalizations, which could be linked to existing hospital standards. As demonstrated by the activity clinic methodology, these verbalizations are not just a simple depiction of the work activity as it happened but serve as an experiment to underline the learning benefits for the trainees. Beyond the benefits of better understanding the trainees work tasks, the resulting analyses indeed support the formative aspect of self-confrontation interviews. In this perspective, the article focuses on a methodological aspect, the data analysis to account for signs of learning such as verbalized and recognized by the trainees in their interactions with tutors. On the occasion, we question the formative dimension of this methodological setting in the prospect of designing training devices for these professionals. (shrink)
